地方人事人員管理準則－8
八、各級人事人員除依照公務人員任用法第十五條規定外，有左列情形之一者不予遴用。
1曾受徒刑之宣告經執行者。
2曾任公務人員離職前三年考績有一年列三等以下，或累績記大過一次以上者。
3行為不檢或操守不良紀錄者。
4離職時移交不清者。
