交通部主管財團法人設立許可及監督準則－第9條
申請財團法人之設立，有下列情事之一者，不予許可：
一、設立目的不合公益或非關交通業務者。
二、捐助章程中規定以財產之一部或全部，或解散時之賸餘財產歸屬任何自然人或營利團體者。
三、捐助財產不足以達成其設立目的者。
四、章程內容違反法令、公共秩序或善良風俗者。
