航空器編管及運用辦法－第7條
軍事或行政運用機關於運用航空器、維修廠及操作人員時，應載明運用之目的、所需之數量、型別、人數及預定使用時間、地點等相關資料，向航空器編管主管機關提出申請。
航空器編管主管機關依據軍事優先原則，將核定結果通知航空器編管執行機關，由航空器編管執行機關依據核定結果及任務緩急，決定受運用單位，填發航空器運用通知交付受運用單位，並通知軍事或行政運用機關及副知航空器編管主管機關。
