公民營事業於工業專用港營運前，應檢具營運管理計畫書，經中央工業主管機關報請經濟部會商交通部後核定之。
變更時，亦同。
前項營運管理計畫書，應包括營業計畫、業務管理計畫、營運財務計畫、設備清冊、組織人力使用計畫及相關計畫。
